By now, everyone should have received a letter from South West Water regarding the transfer of private drains. Essentially, if your property is connected to a privately owned drain, then from 1st October 2011 that drain will become the responsibility of South West Water (provided there are at least two of you connected to it).
On the whole this is good news. For instance, the responsibility to maintain the drain, including the clearing of blockages, will now rest with South West Water. This means that you should take the opportunity to review any separately held insurance policies/scheme specifically taken out to cover the cost of drain repairs.
On the downside, the rules for diverting the drain or for connecting to it or building over it will now change; you won’t be able to do any of those things without prior approval.
